What Happened
All 15 members were present and voting on the day's one contested item. Most of the calendar cleared in groups without dissent, including Items 16 through 19 and 21 taken together.
Item 14 (CF 23-0862) — the police union contract. The Council approved the 2023-27 Memorandum of Understanding for the Police Officers, Lieutenant and Below Representation Unit — MOU 24, the Los Angeles Police Protective League's four-year contract — by 12-3, with Council Members Eunisses Hernandez, Nithya Raman and Hugo Soto-Martinez opposed. Council Member Tim McOsker called the item special to move the Personnel, Audits and Hiring Committee report, which was submitted in Council rather than heard in committee beforehand; because no public hearing had been held in committee, the Council took public comment on it directly.
The debate ran long enough that the Council President closed it by saying it "has been [an] example of [the] kind of debate that we should [be having] here in the Council chambers," thanking everyone who spoke.
The case for the contract was made largely in terms of recruitment and retention. Council Member Monica Rodriguez argued the city has "a lot of obligations to meet" amid staffing shortages, and that sustained crisis response — she cited the weekend's events and the Governor's remarks the day before on organised retail thefts — requires "expensive resources that we must deploy." The city, she said, must "meet that demand so that we can attract and retain the law enforcement professionals that we are all competing for, not just in this region, but across the country," and acknowledged directly that "it is an expensive endeavor" in a city with high living costs. She extended the point past the LAPD to city staff generally, arguing Los Angeles has to "create an environment that also incentivises that talent coming and staying."
Rodriguez also addressed the opposition's argument head-on rather than around it. Responding to Hernandez and Council Member Imelda Padilla, she said she appreciated "so much of the work that you have personally been involved with," but that the Council "also [has] to hold accountable all the other levels of government that are obligated to fund those initiatives that have continued to fall short and failed many of our communities." The Council's obligation to fund communities comprehensively was not in question, she said — "but our job and our responsibility in these halls of government is to assure that we have public safety responses."
Public comment included speakers supporting the item from outside the usual advocacy groups, among them a small business owner who told the Council that "L.A. is drowning in crime."
