What Happened
Council Member Price recused himself from Item 15, the meeting's central and most contested matter. Item 15, as originally introduced by Council Members Hernandez and Soto-Martinez (seconded by Nazarian), would have directed the City Attorney to draft ordinances prohibiting certain evictions for tenants attesting to economic or medical hardship from the January 2025 wildfires, implemented a rent-increase pause on all residential rental units, and suspended LAMC Section 151.06(G) — the "substantial remodel" eviction ground — through January 31, 2026, roughly a full year. It also would have authorized the Los Angeles Housing Department to execute a sole-source contract with Partners in Diversity to hire temporary paralegals.
The proposal drew extensive debate over more than a dozen competing amendments. Council Member Lee said he was concerned about pushing forward a broad eviction moratorium so quickly. Council Member Yaroslavsky, while supportive of the underlying goal, raised a series of implementation questions — whether the city had staff capacity to enforce it, what the effective date would be, and whether it would apply only to tenants already in eviction proceedings or to anyone over the coming year — warning that an overly broad, unenforceable measure could repeat problems experienced winding down the city's COVID-era eviction protections. Council Member Soto-Martinez said he had concerns about the timeline for actually distributing relief funds to tenants, noting that between procurement (four to six months) and disbursement (another 30-90 days), financial assistance likely would not reach people quickly regardless of the ordinance's structure. Council Member Blumenfield ultimately moved to refer the entire matter to the Housing and Homelessness Committee for further work on the amendments rather than adopt it that day.
A motion to "call the question" and end debate on Blumenfield's committee-referral motion initially failed to reach the 10-vote threshold (9-4), and debate continued through additional amendments (including 15E, Hutt-Hernandez-Harris-Dawson, and 15F). A second motion to call the question, by Council Member McOsker, succeeded 12-1. The council then voted to refer the entire Item 15 matter — with all pending amendments — to the Housing and Homelessness Committee, rather than adopting any version of the eviction-protection ordinance that day.
The council also adopted, without recorded opposition, Item 13, a Park-authored motion (with support from Padilla) addressing city representation and oversight in wildfire debris removal; Padilla noted she had separately introduced a motion the prior week directing LA Sanitation to report on where wildfire debris is being transported, citing the East San Fernando Valley's history of disproportionate landfill and waste-facility burdens.

First motion to "call the question" (Yaroslavsky-Harris-Dawson) on Council Member Blumenfield's motion to refer Item 15 to the Housing and Homelessness Committee failed to reach the 10-vote threshold required, with a nominal 9-4 tally; Hernandez, Jurado, Lee, and Soto-Martinez voted no, preferring to continue debating amendments rather than end discussion.
Second motion to "call the question" (McOsker) succeeded 12-1, with Hernandez casting the lone no vote, clearing the way for a final vote on the referral motion.
Final motion (Blumenfield-Yaroslavsky) to refer the entire Item 15 matter — the wildfire-hardship eviction-protection and rent-pause ordinance, with its pending amendments — to the Housing and Homelessness Committee for further consideration, rather than adopting it that day, passed 10-3, with Hernandez, Jurado, and Soto-Martinez voting no.
Public Comment
Public comment on Item 15 was extensive, with tenant advocates and several members of the public urging the council to adopt strong eviction and rent protections for wildfire-affected tenants without delay. Recurring speakers also used general public comment to renew calls for the city to reinstate telephone-based remote public comment.
