All items passed without contested votes. Item 3, a Park-Hutt motion on wildfire response and recovery issues, was amended by motion Park-Rodriguez to prohibit the use of leaf blowers in fire-affected areas on a one-year temporary basis rather than an indefinite ban, and to make clear the restriction applies only to areas directly affected by the fires. Council Member Padilla said the temporary, geographically limited approach was needed to balance public health concerns about toxins in wildfire-affected air with protecting the livelihoods of gardeners — many of them her constituents — who rely on leaf blowers for work. Council Member Rodriguez said the explicit geographic limitation was necessary after Bureau of Street Services staff in her district ticketed someone for using an electric leaf blower outside any fire-affected area, warning that vague leaf-blower restrictions have historically been "weaponized" in neighbor-to-neighbor disputes.
The council also adopted two Rule 23 emergency motions given the urgency of the wildfire response: Special 1 (Park-Yaroslavsky) and a companion measure directing the Department of Finance to prepare an urgency-clause ordinance waiving gross receipts tax payments for businesses affected by the fires, in tandem with the Mayor's executive order, with Council Member Park saying immediate relief was needed for businesses that had served their communities for decades and were leveled by the fires. Item 2 passed as amended by motion Hernandez-Rodriguez.
A representative of Chicano Power, a national community organization with 50 chapter presidents, introduced the group and said its District 1 chapter would be reaching out to council offices to collaborate on solutions for communities affected by the wildfire crisis. Another commenter criticized the elimination of remote/telephone public comment. A disruptive speaker was formally removed from the chamber after repeated warnings.
