INSTRUCT the Department of General Services (GSD) and Chief Legislative Analyst (CLA) to report to Council with an adaptable City policy for the installation of accessible, universally designed changing stations in all public restrooms, including but not limited to City-owned facilities such as recreation centers, parks, libraries, and transit hubs; and, exploring additional policy recommendations for privately-owned businesses open to the public, including restaurants, shopping centers, and entertainment venues, in compliance with updated building codes. INSTRUCT the City Administrative Officer (CAO) to investigate the feasibility of establishing a grant or incentive program to assist small businesses in retrofitting restrooms with inclusive changing stations to ease the financial burden of compliance. INSTRUCT the GSD and the Los Angeles Department of Building and Safety, in coordination with the Department on Disability and Department of Public Works bureaus, to develop clear guidelines, timelines, and enforcement mechanisms to implement said policy recommendations by 2027 to ensure the City’s readiness for global events. AUTHORIZE the Controller to transfer a $50 million appropriation from Fund No. 48R/08, Building and Safety Permit Enterprise Fund, Account No. 08S204, Reserve for Future Cost, to a new line item, Fund No. 100/56, Account TBD, 2025 Wildfire Emergency Response and Recovery, with the understanding that these funds are a temporary loan to be repaid from future State and federal reimbursements, for the 2025 wildfire emergency response and recovery. INSTRUCT the City Administrative Officer (CAO) to authorize expenditures from the 2025 Wildfire Emergency Response and Recovery Account for Federal Emergency Management Agency (FEMA) reimbursable response and recovery activities, with reports to the Mayor, Council President, Chair of the Budget and Finance Committee, and Chair of the Ad Hoc Committee for L.A. Recovery; for the duration of the declared local emergency. AUTHORIZE the CAO to make technical changes and/or prepare any Controller instructions to order and effectuate the intent of this Motion; and authorize, the Controller to implement those instructions. AUTHORIZE the General Manager, Los Angeles Housing Department (LAHD), or designee, to amend and restate Contract No. C-144769 with Estolano Advisors. The First Amended and Restated Agreement will increase the contract by $504,515.87, for a new total contract amount not to exceed $754,515.87, to provide Interim Inspector General Services to the Measure ULA COC, in substantial conformance to the draft document, included as Attachment B contained in the LAHD report dated January 15, 2025, attached to Council file No. 23-0038-S9, subject to contractor’s performance, funding availability and approval of the City Attorney as to form. Fiscal Impact Statement: The LAHD reports that there is no impact on the General Fund. The actions recommended in the report will be funded by revenue collected from the Homelessness and Housing Solutions Tax established by Measure ULA, and will be within the amounts proscribed in the measure for operation of the COC. AUTHORIZE the City Attorney, or designee, to execute a conflict-of-interest waiver to the law firm Covington & Burling, which is 1) representing JPMorgan Chase & Co. in the case captioned State of California ex rel. Edelweiss Fund, LLC v. JPMorgan Chase & Co., et al. , Case No. CGC-14-540777, in the Superior Court of California, County of San Francisco, to which the City is not a party, but where the firm has served a third party subpoena on the Los Angeles Community Redevelopment Agency in connection with that matter; and, 2) representing CalMatters in pursuing a California Public Records Act requests against the City [Nos. 24-7149 (July 1, 2024) and 24-8304 (July 30, 2024)], and in connection with CalMatters’ receipt of documents pursuant to a stipulation in CalMatters v. Los Angeles Homeless Services Authority , Case No. 24STCP02836.
