What Happened

Ten members were present, leaving the council at bare quorum for much of the meeting. The council adopted all three agenda items without contested votes: Item 1, an Arts, Parks, Libraries, and Community Enrichment Committee report funding a naloxone distribution pilot program in South Los Angeles through Opioid Settlement funds; Item 3, a Public Safety Committee report on the International Association of Fire Fighters' Standards of Cover Analysis; and Item 2, a work plan to remove invasive plant species from the Sepulveda Basin, adopted as amended by motion 2A (Padilla-Rodriguez). None of the three items drew floor debate.

The meeting was largely devoted to a presentation recognizing Olivia Mitchell for 50 years of service to the city, including her work under Mayor Tom Bradley establishing youth civic-engagement programs, alongside a presentation for LA's BEST, the city's after-school program. Several former city officials attended, including former City Controller and Council Member Wendy Greuel and former Council Member Ruth Galanter.

Public Comment

General public comment included a resident thanking Council Member Blumenfield's office for responding to concerns about restroom conditions at a park, a request for city assistance addressing an alleged quitclaim-deed property fraud scheme, and complaints about indecent-exposure incidents at a prior council meeting involving children present in the chamber. Several recurring disruptive commenters were also present.
