City Council Meeting

Date TBD
Meeting ID: 16693

Meeting Summary

What Happened

Thirteen members were present at roll call; Council Member Price was absent for the vote on Items 14-16. Item 13, a Yaroslavsky-Raman motion on strategies to protect Section 8/Housing Choice Voucher holders at risk of homelessness amid federal funding shortfalls, was continued in committee and sent back to the Housing and Homelessness Committee for further consideration rather than acted on at this meeting. The council adopted, without recorded debate, a Jurado-Padilla resolution authorizing up to $12,000,000 in bonds to finance construction and improvement of Japanese American National Museum facilities at 100 North Central Avenue in CD14 (Item 1); a Raman-Yaroslavsky motion authorizing a new sole-source contract with the Legal Aid Foundation of Los Angeles for eviction defense, homelessness prevention, and tenant outreach services funded through the House LA Fund (Item 14); and Homelessness Emergency Account status reports for January and February 2025 with associated funding recommendations (Items 15-16).

The council also held a presentation recognizing Fiesta Broadway, the city's largest Cinco de Mayo celebration, led by Council Member Jurado alongside event organizers and Mexican Consul General Carlos González Gutiérrez.

Contested Votes

Item 11 (Budget and Finance and Rules, Elections and Intergovernmental Relations Committees' report establishing an Advisory Group on the City's Finances and Budget to assess the city's financial status and advise on steps to secure long-term fiscal health) passed 11-1, with Council Member Nazarian casting the lone no vote. No explanation was given on the floor for his opposition.

Public Comment

Public comment was limited to Item 1 (the Japanese American National Museum bond financing) plus general comment. Kathy Shriner, president of the Venice Neighborhood Council, spoke in support of Item 1 and separately raised concerns about the mayor's proposed budget cutting neighborhood council funding by roughly 22%, from $32,000 to about $25,000 annually, warning it would curtail neighborhood purpose grants and community projects. Another speaker urged the council to support commercial-stability initiatives for Little Tokyo, citing more than 20 small business closures since the pandemic, including Suehiro Cafe, and pointed to proposals like a Little Tokyo Community Impact Fund. A constituent raised concerns about the Riverside Bridge Home Shelter in Council Member Raman's district, including a low throughput rate and a need for more housing navigators to help residents secure vouchers.

Contested Votes

Tallies and member votes are the official record (LA City Clerk CVVS). Descriptions are drawn from the meeting transcript.

Item 11 — CF 25-0314 (Adopted): Budget and Finance and Rules, Elections and Intergovernmental Relations Committees' report establishing an Advisory Group on the City's Finances and Budget to assess the city's financial status and long-term fiscal health.
