What Happened

The council met on May 21, 2025, with 13 members present, to open public comment on the Budget and Finance Committee's report on the Mayor's proposed Fiscal Year 2025-26 budget, the only item on the agenda. With roughly 126 speakers signed up, Council President Marqueece Harris-Dawson closed the sign-up list at the start of the session and warned the meeting would run until close to noon; after public comment, the council recessed the meeting until the following morning, May 22, to take up the Budget and Finance Committee's report itself.

Public Comment

Public comment ran roughly 90 minutes and covered nearly every area of the proposed budget. A Teamsters representative urged the council to preserve the crossing guard program, describing part-time crossing guards as longtime city employees, including one who took the job after her own daughter was killed walking to school. Multiple LAFD firefighters and a United Firefighters Los Angeles City director described a citywide paramedic shortage exceeding 100 vacancies, including specific shortages at stations in Council Districts 3, 8, 9, and 14, and said the mayor's proposed $540,000 to send up to 45 firefighters to paramedic school had been cut by the Budget and Finance Committee. Speakers living with HIV and representatives of transgender-focused service organizations urged the council to preserve funding for HIV prevention, harm-reduction, and housing-navigation programs. A representative of the Domestic Violence Homeless Services Coalition thanked the committee for restoring $4.4 million in Community Investment for Families Department survivor-services funding and urged the full council to approve the full $12.4 million requested for survivor services, noting nearly half of the city's unhoused population reports a history of domestic or intimate-partner violence. Other speakers urged continued funding for the Represent LA immigration legal-defense program amid federal deportation enforcement. Several speakers criticized the proposed layoffs of roughly 600 city employees alongside continued LAPD funding, including a specific objection to $40 million allocated to pay pensions to LAPD officers described as not qualifying for them, and urged the council to redirect police funding toward preserving civilian jobs and services; one speaker said any council member who voted for an unamended budget should be voted out of office. Several audience members were removed from the chamber under Council Rules 7 and 12 for disruptive conduct as the session closed.
