What Happened

The council met on May 22, 2025 (a session recessed from May 21) to consider the Budget and Finance Committee's report on the Mayor's proposed Fiscal Year 2025-26 budget, working through all 216 committee recommendations and related attachments item by item over a single long session. Committee Chair Katy Yaroslavsky opened by describing the revised proposal as balanced and disciplined amid what she called the most serious city budget crisis in nearly two decades. She said the original mayoral proposal would have eliminated street-cleaning funding, cut sidewalk repairs by 30%, cut street resurfacing nearly in half, and eliminated more than 400 civilian LAPD positions responsible for DNA rape-kit processing, fingerprint analysis, and crime-scene photography — work that cannot be performed by sworn officers. The revised budget restores those civilian LAPD roles and the affected street and sidewalk maintenance funding by slowing the pace of new police academy classes, while adding a $50 million year-over-year increase for LAFD (including $80 million for new fire trucks, helicopters, and equipment plus $1.5 million for payroll-system upgrades identified as a priority after the January wildfires) and a $15 million year-over-year increase for LAPD. The budget cuts Inside Safe homelessness-program spending by 10%, shifts more than half of interim-housing dollars into the unappropriated balance for added oversight flexibility amid the county's withdrawal of funding from LAHSA, and creates a cost-neutral Bureau of Homelessness Oversight to centralize program data rather than establishing a new department. Yaroslavsky said the committee had taken more than 13 hours of public comment and invited Council Members John Lee and Nithya Raman, as chairs of the Public Safety and Homelessness committees, to participate in its hearings.

Council members worked through the recommendations page by page with the Chief Legislative Analyst's office, referring several new-expenditure budget motions to the Budget and Finance Committee (and in some cases also Public Safety or Public Works) rather than adopting them immediately, including motions on LAPD staffing addressed in recommendation 86 (called special by Council Members Lee, Rodriguez, and Park) and a fire-training-related motion that was referred to committee on a 9-6 vote after Council Member Heather Hutt changed her recorded vote to no. Numerous technical adjustments to position counts and dollar figures across departments including ITA, Planning, the Bureau of Engineering, and Cultural Affairs were read into the record and adopted without objection. Closing the session, Council President Marqueece Harris-Dawson thanked the committee and warned that structural imbalances requiring "zero-sum decisions" about basic services would recur unless the city addressed longer-term revenue and cost questions. The full committee report, as amended by the day's budget motions, was adopted by a vote of 12-3.
