What Happened
The council met on August 20, 2025, with one member (Ysabel Jurado) absent throughout. As has become a regular practice amid sustained federal immigration enforcement in the city, the council opened with a testimonial from Abel Diaz, representing Lupita's Bakery and Banquet Hall in South Los Angeles, who said sales had dropped 30-40% and that families were canceling events out of fear of ICE activity.
Most of the agenda's 56 items passed unanimously or without significant debate, including routine committee reports, several commissioner appointments, personnel and grant items, and a historic-cultural monument designation (Item 22, CF 25-0153) for the two remaining "Furusato" buildings on Tuna Street on Terminal Island, the last physical remnants of the roughly 3,000-person Japanese fishing village cleared and interned following Pearl Harbor; Council Member Tim McOsker, who represents the area, noted that part of the former village site is now used as a staging area for federal immigration enforcement agents. The council also adopted a resolution supporting Assembly Bill 91, the Middle Eastern and North African (MENA) Inclusion Act, which would require state demographic data to include separate categories for MENA ancestry groups (Item 56, CF 25-0002-S16).
Contested Votes
The council adopted, 12-2-1, seven Transportation Committee reports establishing oversize vehicle parking restrictions on specific street segments in Council Districts 3, 5, 6, 11, and 15 (Items 29-35, CF 25-0008-S9 through S15), with Council Members Eunisses Hernandez and Hugo Soto-Martinez casting no votes on each. Neither offered floor comments explaining their opposition; the restrictions are among the tools the city uses to limit RV and oversized-vehicle parking, which advocates for unhoused vehicle-dwelling residents have argued functions as a de facto ban on a form of shelter.
The council also adopted, 12-2-1 with the same two no votes, a resolution accepting a $114,705 donation from the Los Angeles Police Foundation for restroom repairs and improvements at the LAPD 77th Street Community Police Station (Item 17, CF 25-0633).
By an 11-3-1 vote, with Hernandez, Soto-Martinez, and Council Member Nithya Raman opposed, the council adopted a resolution from Council Members Traci Park and John Lee designating a location in Council District 11 for enforcement against sitting, lying, sleeping, or storing personal property in the public right-of-way under LAMC Section 41.18 (Item 53, CF 25-4118-S10).
Council Member Monica Rodriguez cast the lone no vote, 13-1-1, on the reappointment of Brian Chu to the El Pueblo de Los Angeles Historical Monument Authority Commission (Item 5, CF 23-1200-S128) and the appointment of Nicole Nicholas to the Board of Transportation Commissioners (Item 39, CF 25-1200-S32), explaining that she votes no on any mayoral appointee whose financial disclosure documents have not yet been uploaded by the city clerk, and asking the mayor's office to correct that before future votes.
The council adopted, 13-1-1, an amendment from Council Member Traci Park requiring the Fire Department's concerns to be addressed before amendments to the Los Angeles Building and Safety Code allowing single-exit, single-stairway design for multifamily buildings up to six stories could take effect (Item 42, CF 25-0247); Park cast the lone no vote on the underlying item itself after the amendment passed. In floor debate, Park and Council Member Bob Blumenfield disagreed sharply: Park, citing conversations with firefighters in her district, argued the change could leave buildings with only one usable evacuation and firefighting route in a blaze and said the council had not adequately consulted the LA Fire Department's fire marshal; Blumenfield and Council Member Katy Yaroslavsky argued the reform was used safely in other cities and warned that a September 30 state law deadline meant any delay could block the change for years. The council adopted an amendment from Council Member Monica Rodriguez, further amended by Blumenfield and Yaroslavsky, directing the Department of Building and Safety and LAFD to consult concurrently with the state fire marshal rather than sequentially, preserving the original timeline; that amendment passed 14-0-1, and the underlying item as amended passed 13-1 with only Park opposed.
The council's longest debate concerned Item 45 (CF 22-1545), the renewal of the mayor's 2023 declaration of local emergency on housing and homelessness. Council Members Tim McOsker and Nithya Raman introduced an amendment — after a CLA/CAO report found that ending the emergency would have no material legal effect on most city departments' ability to continue homelessness work, aside from the need to formalize contracting procedures currently done on a sole-source basis and to potentially codify Executive Directive 1's streamlined affordable-housing approval process — that would have shortened the renewal from the standard 90 days to a fixed 60-day period, required a report back on transition planning, and barred any further extension without a new, separately agendized public vote. Council Members John Lee and Raman argued for giving city departments the full 90 days given limited staff capacity; a motion by Council Member Hugo Soto-Martinez to cut off debate and force an immediate vote failed 4-10 (10 votes were required). A subsequent version of the amendment setting the return date at 60 days, from Yaroslavsky and McOsker, failed on a 7-7 tie. Council Member McOsker then asked that his amendment instead be referred to committee for further work, which was granted without objection, and the underlying resolution renewing the emergency declaration for a standard 90-day period passed 13-1, with Rodriguez as the lone no vote. Rodriguez, who has voted against the declaration's renewal for more than a year, argued the emergency mechanism allows the mayor's office to bypass competitive bidding and normal council oversight of contracts without any corresponding fiscal transparency, citing repeated Chief Legislative Analyst reports that found incomplete cost data on homelessness contracts.
Public Comment
Public comment included extensive testimony from tenant advocates, including members of the Keep LA Housed Coalition and Legal Aid Foundation of Los Angeles, urging the council to advance long-pending Rent Stabilization Ordinance reforms and cap annual rent increases at 3%, citing an economic report they said showed the existing formula unfairly burdens tenants. Several speakers, including members of the Terminal Islanders Association and the Los Angeles Conservancy, spoke in support of the Terminal Island historic-monument designation, describing it as a rare surviving physical link to a Japanese American fishing community destroyed by World War II-era internment. A speaker representing the California MENA Civil Rights Coalition and another from the Council on American-Islamic Relations (CAIR-LA) urged support for AB 91. A fast-food worker described unsafe kitchen heat conditions in urging passage of a separate heat-safety ordinance. Other speakers criticized the volume of homelessness-related enforcement items on the agenda as, in their view, criminalizing poverty.
