What Happened

The council met on August 8, 2025, with 13 members present. As part of its continuing daily practice during sustained federal immigration enforcement, Council Member Tim McOsker described an incident that morning in which a U.S. citizen volunteer with the Harbor Area Peace Patrol was, according to his account, aggressively detained by federal agents near the Coast Guard station on Terminal Island, with agents drawing weapons on other volunteers who kept a lawful distance while monitoring the agents' movements; McOsker said the port police were investigating and that he believed the action targeted the group for effectively documenting enforcement activity.

The council also honored outgoing Japanese Consul General Kenko Son, recognized by Council Member Monica Rodriguez for nearly three years of work strengthening Los Angeles-Japan relations including clean-energy cooperation and cultural exchange ahead of his return to Japan, and heard a presentation from the Olivia Mitchell Youth Council's third cohort, a youth civic-engagement program run with USC's Sol Price School of Public Policy.

All three agenda items passed unanimously. The council adopted, as amended by Council Members Hugo Soto-Martinez and Nithya Raman, a Budget and Finance Committee report instructing the City Administrative Officer and Chief Legislative Analyst to identify funding to restore contractual services for the Mobile Hygiene Centers Program (Item 1, CF 25-0600-S20). The council also gave second consideration to a Port of Los Angeles tariff ordinance establishing emissions-control-strategy charges (Item 2, CF 25-0404) and approved the sale of city-owned property at 3100 West Jefferson Boulevard to the Seinan Senior Citizen Club (Item 3, CF 25-0260).

Public Comment

Public comment was limited to general comment since all three agenda items had already had their public hearings satisfied at committee. Two organizers from the 24-hour protest encampment at 535 North Alameda Street urged council members to visit and build direct communication with protesters and LAPD, and referenced reports that the city could lose hosting rights tied to the 2028 Olympics amid the ongoing federal immigration enforcement conflict. Several speakers were disruptive or unrelated to city business; one speaker was warned and forfeited his remaining time after repeated use of a racial slur in violation of Council Rule 7.

CONTINUED CONSIDERATION OF BUDGET AND FINANCE COMMITTEE REPORT relative to amending the Mayor’s Proposed Budget for 2025-26 to instruct the City Administrative Officer (CAO), with the assistance of the Chief Legislative Analyst (CLA), to identify funding to restore the contractual services for the Mobile Hygiene Centers Program, and related matters.
