What Happened
The council met on August 15, 2025, with five members absent. Item 4 was continued one week to August 22, and Items 7 and 8 (closed session litigation items) were referred back to the Budget and Finance Committee because city attorney staff were in court. As part of its continuing daily practice during sustained federal immigration enforcement, the council devoted its morning session to Council Member Ysabel Jurado's account of an ICE raid the previous day in Little Tokyo, where an agent detained a delivery worker outside the Japanese American National Museum during Nisei Week, on the same plaza used to load Japanese Americans onto buses for World War II incarceration. June Hibino and Kimi Maru of Nikkei Progressives' Little Tokyo Rapid Response Network described armed, masked agents pointing weapons in the area, and former city CAO Bill Fujioka, now board chair of the Japanese American National Museum, drew a direct parallel to the 1942 removal of his own family. The council also marked the 100th anniversary of the Bureau of Street Lighting with a presentation from General Manager Miguel Sangalang, describing the bureau's roughly 223,000 streetlights, 9,000 miles of conduit, and recent moves into solar power, EV charging, and telecom collocation.
All six substantive items passed unanimously (10-0-5), including a report on Wildfire Emergency Response and Recovery Account expenditures for April and June 2025 (Item 1, CF 25-0006-S48), a contract with the Los Angeles Cable Television Access Corporation to operate Channel 36 (Item 2, CF 25-0703), a nonprofit lease with the Wilmington Historical Society for the former Wilmington Library (Item 3, CF 25-0628), transfer of Harbor Boulevard medians in Council District 15 to the Port of Los Angeles (Item 4, CF 25-0711, later continued a week), a Council Member Monica Rodriguez-Bob Blumenfield motion transferring foreclosure-relocation funds to the Tenant Relocation Assistance Program to prevent tenants displaced from an unsafe property at 8530 West La Tuna Canyon Road from becoming homeless (Item 5, CF 25-0883), and an agreement with the Trust for Public Land for renovation work at the Ritchie Valens Recreation Center (Item 6, CF 25-0702).
In announcements, Council President Marqueece Harris-Dawson said that a federal, state, and county task force his office helped establish had resulted in an 11-person federal indictment that week for sex trafficking of minors, some as young as 12, tied to long-standing street prostitution activity on Figueroa Boulevard.
Public Comment
Public comment consisted entirely of general comment, since the closed-session items were pulled from the agenda. Several speakers referenced the prior day's ICE raid in Little Tokyo, with one Nisei Week participant thanking council members who attended and expressing fear that Los Angeles could face increased federal deployment similar to Washington, D.C. Another speaker criticized Council Member Eunisses Hernandez by name for not responding to constituent outreach about an arrest. Other comments were disruptive or unrelated to city business; two speakers received formal warnings for disrupting the meeting.
