What Happened

Contested Votes

The council adopted the Homelessness Emergency Declaration Ninth Quarterly Report, covering May-June 2025 (Item 4, CF 23-0652-S10), with Council Member Monica Rodriguez casting the lone no vote. Rodriguez argued that the CAO's quarterly reports have repeatedly failed to clearly distinguish between outcomes attributable to the emergency declaration and work — such as Care and Care Plus encampment-cleanup operations and CAO-led vehicle-dwelling operations — that predates the declaration and operates independently of it. She said presenting those pre-existing operations as accomplishments of the emergency order "represents a falsehood that we shouldn't pretend is fact," and said she would continue voting no on both the quarterly reports and the underlying emergency declaration until the reporting more clearly separates the two.

The council also adopted a report on the County of Los Angeles' Emergency Centralized Response Center (Item 5, CF 25-0815) as amended by a motion from Rodriguez and Blumenfield. Rodriguez said the amendment directs the CAO, CLA, and LA Housing Department to report on how the city and county can better coordinate homelessness-response resources — outreach, cleanups, and housing placements — with the county's newly established center, to avoid duplicated efforts as the county stands up its own operations.

Public Comment

Public comment was dominated by residents opposing two housing projects in Council Member Imelda Padilla's district (CD6): a 194-unit affordable housing project on Victory Boulevard near Birmingham High School, and a planned interim housing project (tiny homes and related facilities) at a Metro lot near the Sun Valley Metrolink station. Numerous speakers, several identifying themselves as members or leadership of the Lake Balboa Neighborhood Council, accused Padilla of ignoring community opposition, holding closed-door meetings, and supporting a motion to direct $45 million toward the Victory Boulevard project after telling residents she opposed it. Padilla responded directly, saying the Victory Boulevard site involves a state-mandated affordable housing program (ED1) on private property that limits the city's discretion, that the Sun Valley Metro-lot housing is intended to be interim and would not eliminate the Metrolink station, and that her office is engaging a community focus group on that project's design. Separately, several speakers identifying with the Community Emergency Response Team (CERT) program, including members of neighborhood councils, urged council members to dedicate discretionary funding to CERT training ahead of National Preparedness Month in September.
