City Council Meeting

September 03, 2025
Meeting ID: 17212

Meeting Summary

What Happened

Ten council members were present at the start of the meeting, rising to thirteen later in the session. During announcements, Council Member Eunisses Hernandez marked the start of Latino Heritage Month, highlighting a "Viva Resistencia"-themed art exhibit at City Hall curated by Aztlan Art Gallery and a September 13 Diez y Seis event at Gloria Molina Park. Council Member Ysabel Jurado gave delayed comments on Item 8, a motion she co-authored with Council Member Curren Price on immigration-related financial assistance for businesses affected by recent federal enforcement activity; she said the Economic and Workforce Development Department had, on its own initiative, launched a "DTLA Resilient Legacy Business" grant program offering $5,000 cash grants to 130 existing legacy businesses within the curfew map, alongside graffiti-removal support through LA RISE and Youth Jobs Corps, while the CAO and CIFD were exploring philanthropic partnerships and a microenterprise grant lottery. Council Member Imelda Padilla highlighted Items 21, 25, and 26 as responsive to feedback from a Sun Valley town hall on a proposed tiny-home village at an underutilized Metrolink station site.

Council adopted a large bloc of items with limited discussion, including roughly 20 additional committee reports and consent items (Items 2-21, 29-30, 31-36).

Contested Votes

Items 23-28 — oversize vehicle parking restrictions across six council districts, each adopted 10-3. Six Transportation Committee reports establishing no-parking signage or oversize vehicle parking restrictions — on West Basin, West Battery, and Paraiso Streets in Council District 15 (Item 23); Parthenia Street in Council District 12 (Item 24); Little San Fernando Road and nearby streets in Council District 6 (Item 25); San Fernando Road and several additional Sun Valley-area streets in Council District 6 (Item 26); Massachusetts, Glendon, and several Westside streets in Council District 5 (Item 27); and a segment of Sepulveda Boulevard in Council District 7 (Item 28) — each passed 10-3, with Council Member Eunisses Hernandez, Council Member Ysabel Jurado, and Council Member Hugo Soto-Martinez opposed to all six. The items were called for a single separate vote and were not debated on the floor.

Public Comment

Representatives of the Equal Vote Coalition again urged the city's Charter Reform Commission to recommend STAR voting over ranked-choice voting for future district elections, citing academic research and noting that 17 states have restricted or banned RCV. Several speakers continued raising concerns about LAPD's response to ongoing protests near a downtown federal detention facility and renewed calls for Chief Jim McDonald's removal, including allegations that a newly installed fence and barrier near the facility had narrowed sidewalk access and led to use of tear gas and pepper spray on protesters.
