Meeting Summary

What Happened

Ten council members were present throughout the meeting. Council Member Curren Price marked the 100th anniversary of the Shrine Auditorium, joined by Al Malaikah Shriners Potentate Dario Gambao, who described the organization's philanthropic work, including Shriners Children's Hospitals and a transportation fund for families seeking specialized pediatric care, and said the Shriners hope to make the auditorium an official venue for the 2028 Olympics. Council Member John Lee marked National Service Dog Month with representatives of Guide Dogs of America/Tender Loving Canines and Canine Companions, which is celebrating its 50th anniversary; Paralympic equestrian Alana Flax Clark described her partnership with her service dog Nico and outlined ADA rules limiting businesses to two questions when a service animal is present. Council Member Monica Rodriguez marked the 100th anniversary of El Nido Family Centers, which began in 1925 as a program supporting undernourished girls in Boyle Heights and now serves more than 12,000 Angelenos annually across multiple council districts.

Council adopted all seven agenda items without floor debate beyond brief remarks, including the Healthy Alternatives to Smoking Fund annual financial report (Item 1, CF 25-0736); the Parks First Trust Fund annual report (Item 2, CF 24-1046); a report on the condition of city skateparks and funding for a strategic master plan (Item 3, CF 23-0239); a review of LAFD Youth Programs (Item 5, CF 19-0183); an assessment of firefighting infrastructure near the Chatsworth Nature Preserve and Kittridge Tanks (Item 6, CF 25-0117); and the appointment of Olivia McGovern, a former member of Council Member Rodriguez's staff, to the Cannabis Regulation Commission (Item 7, CF 25-1200-S42), which Rodriguez presented with personal remarks after the item's committee report was submitted mid-meeting.

Public Comment

Public comment was dominated by continued concerns about federal immigration enforcement and LAPD conduct, with several speakers describing ongoing raids, including at MacArthur Park, and alleging LAPD coordination with ICE and DHS around a 24-hour protest outside a downtown detention facility. Speakers also criticized repeated cancellations of Police Commission meetings and reiterated calls for the highest levels of independent oversight of LAPD.
