What Happened

Twelve council members were present throughout the meeting. Council Member Bob Blumenfield opened with a presentation honoring the Lanark Dragons, a senior "walking soccer" team based at Lanark Recreation Center in Canoga Park, which represented Team USA at the Walking Soccer World Cup in Mallorca, Spain, and finished fourth; the league, founded roughly three years ago by Dr. Ben Drillings, organizes teams by players' nationality or ethnicity for participants aged 60 and over.

Public Comment

Several volunteers with My Friends House Foundation, which has distributed food, clothing, and other essentials to unhoused residents on Skid Row's Hope Row every Wednesday for 17 years, asked Council for a weekly parking and loading permit near 540 South San Pedro Street, saying volunteers have been repeatedly ticketed while unloading donations; Council President Marqueece Harris-Dawson said staff would connect them with the Council District 14 office. Representatives of the Equal Vote Coalition urged Council to recommend STAR voting, rather than ranked-choice voting, as the city's Charter Reform Commission continues studying alternative voting methods, citing published modeling they said showed higher accuracy for STAR voting. Other speakers raised recurring concerns about LAPD oversight and Chief Jim McDonald, and about elevator repairs at the Mayfair Hotel in Council District 4.
