What Happened

Ten council members were present for the initial roll call, rising to eleven later in the meeting. Council held its regular session at Marvin Braude Constituent Service Center in Van Nuys and devoted much of the morning to presentations: a 25th-anniversary recognition of Main Street Canoga Park's Dia de los Muertos Family Festival, led by Council Member Bob Blumenfield; a decade-of-service honor for Fire Commissioner Dr. Jimmy Hara, presented by Council Member John Lee and Council Member Blumenfield; a recognition of the Sakaria family's Ace Building Materials, a three-generation Council District 6 business, led by Council Member Imelda Padilla; and a declaration of "Coach LA Day," led by Council Member Monica Rodriguez with the Department of Recreation and Parks and LA28 Olympic and Paralympic organizing committee representatives, marking a $160 million LA28 investment in the Play LA youth sports program.

Council adopted a bloc of items with limited discussion, including an ordinance implementing Charter Amendment FF to transfer eligible sworn peace officers' pension membership and years of service from LACERS to the Los Angeles Fire and Police Pensions system (Item 1, CF 25-0391), the LAFD Revolving Training Fund's FY2024-25 annual report (Item 2, CF 25-1043), a Port of Los Angeles/LAWA information-sharing report on sustainability coordination (Item 3, CF 23-0100), and an amended lease agreement, revised by a Rodriguez-Hutt technical amendment, with North Valley Caring Services for a food pantry and social services site in Council District 7 (Item 5, CF 25-0670). Council Member Padilla highlighted Item 6 (CF 22-1545-S35), a two-year lease agreement with the Los Angeles County Metropolitan Transportation Authority for a lot at 6340 North Balboa Boulevard and 16800 West Victory Boulevard to serve as temporary, staffed storage for empty recreational vehicles removed from city streets — not public housing or an interim housing site — with on-site security, cameras, and decorative screening, following outreach to a nearby school and neighborhood stakeholders; it passed 11-0.

Public Comment

Public comment was dominated by calls for the removal of LAPD Chief Jim McDonald, with more than a dozen speakers describing alleged excessive force by police against protesters and journalists at demonstrations, including incidents on October 18 and at a protest outside the mayor's residence, and citing ongoing court injunctions against the department's use of unlawful-assembly declarations. Several speakers connected these concerns to LAPD's coordination with federal immigration enforcement, and multiple speakers noted the Council's authority to remove the chief by a two-thirds vote. A number of speakers also raised concerns about federal cuts to SNAP/CalFresh food assistance and Medi-Cal.

On item 6, several San Fernando Valley business owners and a youth sports league commissioner spoke in support of the RV storage lot, describing safety hazards from RVs parked for extended periods near schools and businesses. A landlord representative and the president of the Apartment Owners Association of California separately urged Council to reconsider the pending Rent Stabilization Ordinance formula changes scheduled for the following week, while a fast-food worker urged support for a "fair wage for fast food workers" ordinance to strengthen worker training and rights protections.
