What Happened
Twelve council members participated in the initial roll calls, rising to fourteen and then fifteen later in the meeting; Council Member Curren Price, returning from a health-related absence, thanked colleagues for their support during his illness. Item 1, a street lighting district hearing for Thatcher Avenue and Washington Boulevard in Council District 11, was continued without discussion to December 10, 2025.
Council adopted a large bloc of items unanimously, including board and commission reappointments to the Native American Indian Commission (Items 3-5), an animal-services veterinary contract for the Chesterfield Square Animal Services Center (Item 6, CF 21-0392), several federal EPA brownfields and drinking-water infrastructure grant applications (Items 12, 15, 17), and six street-name designations including "Franklin Square" in Watts (Item 24, CF 25-1080) and "Simie Seaman Square" in Wilmington (Item 25, CF 25-0926). It also approved a $3.25 million settlement in the case of Pristen Wright et al. v. City of Los Angeles (Item 41, CF 25-1236), based on the Budget and Finance Committee's recommendation the previous day, and six additional Rent Escrow Account Program property removals (Items 33-36) alongside a Metro grant acceptance for the 6th Street Viaduct Park, Arts, and River Connectivity project (Item 38, CF 25-1288). Council Member Eunisses Hernandez highlighted Item 16 (CF 23-0494-S2), the MacArthur Park Lake Stormwater Capture Project, a $31.1 million Measure W-funded investment to convert the lake from a stagnant, drinking-water-fed pool that uses nearly 29 million gallons of water annually into a flow-through system capturing and treating polluted runoff from a 200-acre drainage area, while adding a new water feature, shade trees, and a pedestrian bridge; it passed 15-0.
Contested Votes
Items 28-30 (CF 25-0008-S25, S26, S24) — oversize vehicle parking restrictions, adopted 12-3 each. Council Member Eunisses Hernandez called these three Transportation Committee reports for a separate vote. Each established restrictions on oversize vehicle parking: along Shoup Avenue in Council District 3 (Item 28), along Chase Street in Council District 3 (Item 29), and along street segments of Stoner Avenue, Imlay Avenue, and Lucerne Avenue in Council District 11 (Item 30). All three passed 12-3, with Council Member Eunisses Hernandez, Council Member Ysabel Jurado, and Council Member Hugo Soto-Martinez opposed each time. The items were adopted without floor debate.
Item 37 (CF 25-1287) — Los Angeles Police Department Topanga Division funding, adopted 13-2. A motion by Council Member John Lee and Council Member Bob Blumenfield to fund additional LAPD services in the Topanga Division serving Council District 12 passed 13-2, with Council Member Eunisses Hernandez and Council Member Hugo Soto-Martinez opposed. Council Member Ysabel Jurado initially voted No but asked afterward that the record reflect her vote as Yes, changing the outcome to 13-2 from what would otherwise have been a closer margin; the vote change did not affect the item's adoption.
Public Comment
Several speakers previewed the following week's scheduled vote on the Rent Stabilization Ordinance (RSO) reform. A tenant attorney from Council District 5 described spending over half her income on rent and urged Council to adopt the "Keep LA" coalition's demands, while another speaker described childhood hardship from a brief rent shortfall to argue that even small percentage increases in allowable rent have serious consequences for low-income households. A Subway worker described unsafe conditions in fast-food kitchens, citing a report documenting roughly 250 health and sanitation code violations across 20 major fast-food brands in two Southern California counties over three years, and asked for stronger worker training and protections. A speaker also raised ongoing concern about federal immigration enforcement activity in the Pico-Union/Westlake Salvadoran corridor, later echoed by a council member during announcements who reported federal agents had detained people there twice the previous day and again that morning.
