What Happened
Ten of fifteen council members were present for this November 7 meeting; five members did not participate in the roll calls. The bulk of the session was devoted to ceremonial presentations: a proclamation declaring "OMD Day" in Los Angeles honoring the band Orchestral Manoeuvres in the Dark, led by Council Member Monica Rodriguez; a Native American Heritage Month program led by Council Member Imelda Padilla featuring representatives of the Gabrielino Tongva San Gabriel Band of Mission Indians, the Los Angeles City/County Native American Indian Commission, and recognition of the 14 tribal nations that sent firefighters to assist with the January 2025 wildfires; a 25th-anniversary recognition of Catalyst California (formerly Advancement Project California), presented by Council Member Hugo Soto-Martinez and Council President Marqueece Harris-Dawson; a Council District 11 presentation honoring the Crayon Collection's "Banners of Hope" public art project with Pacific Palisades schools following the January 7 fires, led by Council Member Traci Park; and a joint Rodriguez–Soto-Martinez presentation honoring longtime El Centro del Pueblo executive director Sandra Figueroa-Vía, announcing a future dedication of "Sandra Figueroa-Vía Square" at Sunset Boulevard and Lemoyne Street in Echo Park.
On substantive business, Council adopted three items without debate: a Personnel and Hiring Committee report on the LAwell Program Employee Benefits Trust Fund for FY2024-25 (Item 1, CF 25-1060); a Public Works Committee report on the cause of a sewer line rupture and sewage spill at 2700 South Cresa Place in Council District 11 (Item 2, CF 24-0887); and a Transportation Committee report on transit vehicle advertising and the city's 2023 Request for Proposals (Item 3, CF 23-1376-S1). At the request of the item's sponsors, Item 4 (CF 25-1294), a motion by Council Members Ysabel Jurado and Nithya Raman concerning loan agreements for the Manitou Vistas I and II affordable housing developments in Council District 14, was continued to November 12 along with its pending amendment (4A). Item 5 (CF 20-0538-S1), a Trade, Travel and Tourism Committee report on a reimbursement agreement with Signature Flight Support LLC for Customs and Border Protection facility expenses at Van Nuys Airport, was called special by Council Member Price for an amendment and passed 10-0 as amended.
Public Comment
Public comment ran long and was dominated by two subjects. Several speakers, including organizers identifying themselves with SAGE (Strategic Actions for a Just Economy), Collective Community Power, and the Fideicomiso Comunitario Land Trust in Boyle Heights, urged Council to protect and speed up implementation of Measure ULA, the city's "mansion tax" on high-value property sales dedicated to affordable housing and homelessness prevention. Speakers said ULA has kept more than 10,000 families housed, funded nearly 800 completed affordable homes with roughly 13,000 more in the pipeline, and provided rent relief to more than 4,000 households, but that delays in city implementation — including a three-month pause in rental assistance and an unsigned capacity-building contract — were undermining the program and giving opponents ammunition to argue it isn't working.
A second cluster of speakers raised concerns about federal immigration enforcement activity in Los Angeles, describing incidents involving federal agents at a Home Depot in Cypress Park and in Ontario, and repeatedly called on Council to press for the removal of LAPD Chief Jim McDonald, citing the department's use of chemical agents against protesters and more than $400 million in settlement costs paid by the city over the prior two and a half years. One speaker who used the public comment period to make bigoted remarks about immigrants and several council members was cut off at the time limit; the Council President noted afterward that such remarks do not reflect the views of the body.
