Garcia described a fellow detainee, a Mexican national whose wife was six months pregnant, being transferred toward deportation days later, and urged the council to move beyond statements toward direct support for rapid-response networks and post-detention legal aid. Council Member Monica Rodriguez introduced Memo Torres of LA Taco, who said he has documented more than 3,000 immigration enforcement incidents over six months, describing elderly and medically vulnerable detainees held without adequate care, and urged the council to fund community rapid responders and families of detainees rather than "just talk about it."
CONTESTED VOTES
The council adopted, 12-3 (No: Hernandez, Jurado, Soto-Martinez), a Public Safety and Transportation Committees report implementing state Assembly Bill 630, which raises the value threshold for classifying an RV as abandoned from $500 to an estimated $4,000 or less, permitting its removal and dismantling. The item was amended on the floor at Council Member Nithya Raman's request to require an implementation report back to the Public Safety and Housing and Homelessness committees, then adopted again in the same 12-3 form as amended. Legal Aid Foundation attorney Shayla Myers told the council the motion did not account for the city's broader RV homelessness strategy and could result in towing vehicles serving as people's only homes due to mechanical problems rather than genuine abandonment.
The council voted, 10-5 (No: Hutt, Lee, Nazarian, Park, Price), to refer to the Budget and Finance and Economic Development committees a disputed item over funding a feasibility study for a Climate Resilience District to aid Pacific Palisades wildfire recovery. Council Member Traci Park had offered a substitute motion identifying SCAG and Economic and Workforce Development Department funding for the $300,000 study, arguing the Palisades faces an ongoing rebuilding crisis and citing the county's parallel financing district for the Eaton fire in Altadena. Budget and Finance Committee Chair Katy Yaroslavsky argued the council should wait for a still-pending citywide report on the fiscal impact of climate resilience districts, which can divert property tax revenue from the general fund depending on their financing structure, before committing money that had not been budgeted. The referral sent both Park's funding proposal and the committee's original recommendation back for further study rather than resolving the question that day.
The council also adopted: funding for additional police outreach services in Council District 12, sponsored by Council Members John Lee and Monica Rodriguez (13-2, No: Jurado, Soto-Martinez); and a resolution posting "No Stopping Anytime" signs along a stretch of Alla Road in Playa Vista, sponsored by Council Members Traci Park and John Lee (13-2, No: Hernandez, Soto-Martinez). A public commenter opposed the sign restriction, saying it would further displace people living in vehicles who had already been pushed out of Venice and the Ballona wetlands area without adequate services offered.
PUBLIC COMMENT
Airport and hospitality workers, including several from LAX, again urged Council President Marqueece Harris-Dawson to withdraw a motion they said would delay the Olympic-era $30 minimum wage, describing the reversal as a betrayal after two prior votes to establish it. Fast-food workers separately urged support for a pending fair-work ordinance addressing scheduling and workplace-rights training.
OTHER BUSINESS
The council unanimously approved a nonprofit lease with Northeast Trees for a parking lot adjacent to the former Lincoln Heights jail, part of what Council Member Eunisses Hernandez described as a longer-term goal of redeveloping the site for deeply affordable, publicly owned housing, and unanimously approved a new tiny-home shelter site for women with specific needs in Hollywood operated by Aviva, funded through the state's Behavioral Health Continuum Infrastructure Program.
CLOSING
The council adjourned in memory of architect Frank Gehry, with Council Member Ysabel Jurado citing his design of the Walt Disney Concert Hall, and colleagues noting his additional Los Angeles works including the Cabrillo Marine Aquarium, Loyola Law School, the California Science Center, and the Children's Institute in Watts, to which Gehry donated his design services.
