What Happened
Twelve to fifteen members were present through the February 3, 2026 meeting. Council Member Adrin Nazarian, joined by Council Members Katy Yaroslavsky and Nithya Raman, gave a floor statement on the ongoing crackdown on protesters in Iran, tracing the country's political history back to the 1953 coup and asking for a moment of silence for those killed.
Council adopted a large slate of committee reports without dissent, including implementation of the LAwell employee health program and Workday system, a Fire Department report on the 2026 Wildland-Urban Interface Code, and acceptance of a $2,633,180.21 in-kind donation from the LAFD Foundation. After extended public comment from dozens of Pacific Palisades fire survivors, council unanimously adopted an amended plan-and-permit fee subsidy (Item 30) for structures destroyed in the Palisades fire, covering single-family homes, condos, apartments, and mobile home parks; Council Member Monica Rodriguez's amendment, adopted as part of the package, requires owners who sell a property before receiving a certificate of occupancy to reimburse the city for the subsidy, and a friendly amendment from Council Member Traci Park exempted condos and townhomes from that reimbursement requirement.
An ordinance exempting certain 2028 Olympic and Paralympic Games-related projects from the city's planning and zoning discretionary review process (Item 11) passed after extensive amendment. Council Member Katy Yaroslavsky raised concerns that the ordinance as drafted would let sign and billboard companies erect large digital advertising near residential areas years before the Games with no guaranteed benefit to the city, and successfully amended it to add a requirement that the Office of Finance report back within 60 days on a revenue-sharing mechanism giving the city up to 50% of net new digital-sign revenue, and to add a 14-day "shot clock" for the multi-agency Games liaison team to approve or reject exemption requests. A separate amendment from Council Members Eunisses Hernandez and Hugo Soto-Martinez restricting the hours of operation for digital displays near residential lots passed 13-1, with Council Member Heather Hutt voting no. The final combined item, as amended, passed 13-1, with Council Member Nithya Raman voting no.
A mayoral request to exempt a new Police Administrator II civil-service position for LAPD (Item 20) — intended, according to LAPD Human Resources Bureau Deputy Chief John Pinto, to serve as an internal strategic-communications adviser to the chief — passed 10-5, with Council Members Eunisses Hernandez, Ysabel Jurado, Nithya Raman, Monica Rodriguez, and Hugo Soto-Martinez voting no. In extended questioning, Soto-Martinez pressed LAPD on the position's roughly $191,000 salary, noted the department already has 20-25 staff in its Public Information Office, and said LAPD had not disclosed who it intended to hire for the role. Several council members, including Rodriguez and Hernandez, separately criticized Police Chief Jim McDonald for recent public remarks suggesting LAPD would not enforce a new state law requiring officers to display identification, calling the comments "wholly unacceptable." Soto-Martinez said he could not support the position absent a change in LAPD's messaging on immigration enforcement, citing 911 calls in which residents reporting unmarked vehicles near their businesses were told police would not respond.
Public comment was dominated by two groups: Pacific Palisades fire survivors urging support for the fee-subsidy item, and licensed cannabis dispensary operators and workers who told the council the city's 10% cannabis business tax — a rate they said was 100 times higher than the tax on comparable big-box retail sales — is forcing the licensed market to collapse, and urged the council to lower it to 1-2%.
