Maximum Indoor Temperature Ordinance (Item 12) The most significant debate centered on CF 25-1036, establishing maximum indoor temperature thresholds for rental housing. Council Member Blumenfield, who co-authored the motion with Council Member Hernandez, called the item special for comments and amendments. The ordinance would adopt Los Angeles County's 82-degree maximum indoor temperature standard for rental units.

Blumenfield emphasized that extreme heat is deadly, noting his district reached 121 degrees last year. He argued the policy builds on existing LA100 planning that already models increased electrical load from air conditioning. LADWP Manager Hike Moesian confirmed the utility has conducted extensive load growth modeling through LA100 studies and can accommodate the additional demand.

Council Member Hernandez strongly supported the measure, stating that inaction on extreme heat "is not neutral, it is dangerous." She noted that during heat waves, LA County hospitals see over 1,500 excess emergency room visits, with seniors 2.5 times more likely to die from heat exposure.

Two amendments were adopted. Amendment 12B by Blumenfield-Hernandez (14-0) directed additional grid analysis and stakeholder engagement while requesting reports on building code jurisdiction under AB 130. Amendment 12A by Lee-Rodriguez (11-3) instructed LAHD to study including cooling apparatus in the RSO capital improvement program. The main motion passed 14-0.

Fire Hazard Encampment Clearing (Item 46) Council Member Rodriguez introduced CF 25-1511 with an amendment allowing the city to clear encampments in Very High Fire Severity Zones without property owner permission when they pose fire hazards. Rodriguez argued this addresses "imminent public safety threats" in hillside communities with limited access during red flag conditions.

Council Member Soto-Martinez opposed the amendment, preferring the original committee recommendation for a report defining fire hazards before proceeding. Council Member Jurado also opposed, wanting research completed before amending municipal code. The amendment passed 11-3, and the item as amended passed 11-3.

LAPD Crowd Control Report (Item 40) Council Member Rodriguez called CF 26-0175 special for comments, requesting a report on LAPD crowd control tactics during recent demonstrations. Rodriguez emphasized that "transparency is not a criticism and oversight is not an attack," citing increased interactions between law enforcement and protesters, particularly involving young people. The item passed 14-0.

Public Comment Multiple speakers addressed the maximum indoor temperature ordinance, with representatives from SAGE, Sierra Club, Inner City Law Center, and other organizations urging support. Several Starbucks workers spoke about the need for fast food worker protections. Cannabis dispensary operators called for tax reform, citing a 10% tax rate that is "100 times the tax rate" for other retail businesses.

ENVIRONMENTAL IMPACT REPORT (EIR), MITIGATION MONITORING AND REPORTING PROGRAM (MMRP), STATEMENT OF OVERRIDING CONSIDERATIONS, and CITY ENGINEER REPORT relative to the vacation of 96th Street between Sepulveda Boulevard and Jetway Boulevard, Vicksburg Avenue between 98th Street and 96th Street, and a portion of the easterly side of Sepulveda Boulevard from approximately 150 feet southerly of 96th Street to approximately 575 feet northerly thereof, VAC- E1401456, (Project).

Official recommendation
ACKNOWLEDGE that the vacation of the areas shown colored orange on Exhibit B of the Bureau of Engineering (BOE) report dated December 22, 2025, attached to the Council file, are no longer part of the request. These areas were withdrawn from the request by the applicant in their letter dated August 21, 2025 (Transmittal No. 7 of said BOE report). REVIEW and CONSIDER the Los Angeles International Airport (LAX) Airfield and Terminal Modernization Project (ATMP) EIR (consisting of the Draft and Final EIR), dated October 2020 and August 2021 (Transmittal No. 1 of said BOE report), and Addendum to the ATMP EIR, dated December 2024 (State Clearinghouse No. 2019049020) (Transmittal No. 2 of said BOE report), which was prepared by Los Angeles World Airports (LAWA) in compliance with the California Environmental Quality Act (CEQA). FIND under CEQA Guidelines Section No. 15091, that changes or alterations have been required in, or incorporated into, the Project that mitigate or avoid significant effects on the environment as identified in the Final EIR and the ATMP MMRP (Transmittal No. 3 of said BOE report), dated August 2021, and as set forth in the CEQA Review Memo, dated September 25, 2025 (Transmittal No. 4 of said BOE report). A Copy of Notice of Determination (Transmittal No. 5 of said BOE report) which documents LAWA’s certification of the ATMP EIR and adoption of the ATMP MMRP is attached and incorporated herein. CONCUR with the Board of Airport Commissioners’ findings that the unavoidable significant adverse impacts associated with the proposed Project are acceptable in light of the economic, legal, social, technological, and other benefits the proposed Project will bring to the surrounding community and LAWA. These specific overriding considerations are described in the Statement of Overriding Considerations for the LAX ATMP, dated September 2021 (Transmittal No. 6 of said BOE report), and is attached and incorporated herein. FIND that no new information exists to show that the Project or circumstances of the Project have been changed to require additional environmental review, under the California Public Resources Code, Section No. 21166, and State CEQA Guidelines Section No. 15162, and therefore the existing environmental documents adequately describe the potential impacts for this street vacation. FIND that street vacation proceedings pursuant to the Public Streets, Highways and Service Easements Vacation Law be instituted for the vacation of the public right-of-way indicated in said BOE report and shown colored blue on the attached Exhibit B of said BOE report: 96th Street between Sepulveda Boulevard and Jetway Boulevard, Vicksburg Avenue between 98th Street and 96th Street, and a portion of the easterly side of Sepulveda Boulevard from approximately 150-feet southerly of 96th Street to approximately 575-feet northerly thereof FIND that there is a public benefit to this Project. Upon vacation of the street, the City is relieved of its ongoing obligation to maintain the street. In addition, the City is relieved of any potential liability that might result from continued ownership of the involved street easements. FIND that, in conformance with Section 556 of the City Charter, the vacation is in substantial conformance with the purposes, intent and provisions of the General Plan. FIND that, in conformance with Section 892 of the California Streets and Highways Code, the vacation area is not necessary for non-motorized transportation facilities. FIND that, in conformance with Section 8324 of the California Streets and Highways Code, the vacation area is not necessary for present or prospective public use. ADOPT said BOE report with the conditions contained therein. AUTHORIZE the BOE to issue a revocable permit to the petitioner of this vacation request, or its representative, subject to satisfaction of the conditions for issuing such permit, to close, fence, occupy, demolish, excavate, grade, and construct in the public right-of-way of 96th Street between Sepulveda Boulevard and Jetway Boulevard, Vicksburg Avenue between 98th Street and 96th Street, and a Portion of the Easterly side of Sepulveda Boulevard from approximately 150-feet southerly of 96th Street to approximately 575-feet northerly thereof within the conditionally approved vacation area, prior to finalizing and recording the street vacation of a portion of this street. Fiscal Impact Statement: The City Engineer reports that the petitioner has paid a fee of $47,080 for the investigation of this request pursuant to Section 7.42 of the Los Angeles Administrative Code (LAAC). Any deficit fee to recover the cost pursuant to Section 7.44 of the LAAC will be required of the petitioner. Maintenance of the public easement by City forces will be eliminated. ADOPT the California Environmental Quality Act (CEQA) determinations of the Board of Water and Power Commissioners (Board) that the sale of parcels of real property to existing leaseholders is exempt from CEQA pursuant to Section 15060(c)(3) and Section 15378(b)(5) that states an activity is not subject to CEQA if the activity is not a project and does not have a significant effect on the environment. APPROVE the Department of Water and Power (DWP) proposed Resolution authorizing the DWP to execute three Agreements of Purchase and Sale of Real Property, and Escrow Instructions for the sale of three City-owned properties under DWP management and control to its respective tenured tenants, specifically Mammoth Development, Inc., Ryan T. Miller, and Jack in the Box, Inc., in accordance with the Land Management Guidelines - City Land Acquisition and Divestment Policy for Inyo and Mono Counties, for a total of $610,000. PRESENT and ADOPT the accompanying ORDINANCE dated January 23, 2026, approving Board Resolution No. 026135 authorizing Land Divestment Policy - sale of three properties to existing tenured tenants in Bishop, Inyo County. DETERMINE that this item is exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3). General Exemptions apply in situations where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. Therefore, the quitclaim of a Department of Water and Power (DWP) public utility easement is not an action subject to CEQA. APPROVE the DWP proposed Resolution authorizing a Quitclaim Deed to abandon and quitclaim a portion of a public power utility easement, located in the County of Los Angeles, California, identified as Tract Map 11729 recorded in Book 256, pages 36 and 37, to 8333 Airport, L.P. a California Limited Partnership. PRESENT and ADOPT the accompanying ORDINANCE dated January 20, 2026, authorizing the quitclaim of public power facility easement by LADWP to 8333 Airport, L.P., a California limited partnership. APPROVE Recommendation Nos. 1 through 17 contained in the Revised City Clerk report dated January 23, 2026, attached to Council file No. 26-0072, relative to the Downtown Industrial District BID, Property Based, for a proposed seven-year term. HOUSING AND HOMELESSNESS COMMITTEE REPORT and COMMUNICATION FROM THE CHAIR AND MEMBER, ENERGY AND ENVIRONMENT COMMITTEE relative to options on adopting an ordinance establishing a maximum indoor temperature threshold for rental housing units in the City; and related matters.

INSTRUCT the Los Angeles Housing Department (LAHD), the Department of City Planning (DCP), and the Department of Building and Safety (DBS), with the assistance of the City Attorney, to report in 180 days with options for an ordinance to adopt Chapter 11.20 of Title 11 – Health and Safety of the Los Angeles County Code to establish a maximum indoor temperature threshold for all rental housing units in the City, and to do so with the collaboration of Los Angeles County Agencies. DIRECT the LAHD, the DCP, and the DBS to facilitate stakeholder involvement and feedback in order to receive input and recommendations for the report and process in order to effectuate the policy. REQUEST the Los Angeles Department of Water and Power (LADWP); and, DIRECT the Los Angeles Housing Department to report with recommendations to expand and align incentive and efficiency programs that allow renters to access and install energy-efficient air conditioning equipment, including updating previous shared programs such as Gateway-to-Green (G2G). REQUEST the LADWP to report on existing renewable energy and energy-efficiency incentive programs available to apartment building owners, with recommendations for expanding support for the installation and long-term maintenance of efficient air conditioning equipment, such as by partnering with and promoting available local union-run Heating, Ventilation, and Air Conditioning (HVAC) rebates. The report should also consider opportunities to layer incentives for complementary improvements, such as solar generation/storage and "cool roofs" on the same site. REQUEST the LADWP to report with a thorough grid capacity analysis before adoption of an ordinance to avoid unintended risks to the power system. Official recommendation
AUTHORIZE the Mayor’s Office of Public Safety and the General Manager, Information Technology Agency (ITA), or designee, to prepare and submit the grant application for the Cal OES HSEM – SLGP – FY 2024-25 proposal. REQUEST the Mayor’s Office of Public Safety and INSTRUCT the General Manager, ITA, or designee, upon notification from the grantor, to report back if the City is awarded the grant, to request authority to accept the grant award; and, to request approval for any related actions to implement the grant award.
