What Happened

Attendance: The transcript does not include a formal roll call, but references suggest approximately 10 councilmembers were present for votes. Council Member Lee requested a continuance of Item 4 to June 26th.

Consent Calendar and Routine Items: Items 1 through 3, 5, and 6 passed unanimously (10 ayes) with no discussion. These are items for which public hearings had been held; a technical correction was noted for Item 3, which should read CD4 rather than CD7. Item 4 was continued to June 26th at the request of Council Member Lee, without objection. Items 7 and 8 — for which public hearings had not been held — were subsequently voted on after public comment and passed unanimously (10 ayes). Item 8, relating to a budget and finance committee report posted to Council File 26-0720, required 10 votes for consideration.

Presentations: The majority of the meeting was devoted to three ceremonial presentations. Council President Marqueece Harris-Dawson honored five South LA charter schools — Alliance Burton Tech High School, ISF View Park, the SEED School of Los Angeles County, USC Hybrid High, and USC South LA College Prep — all of which achieved 100% college acceptance rates for their graduating seniors. Council Member John Lee (CD12) honored the Granada Hills Charter High School Academic Decathlon Team, which won the 2026 United States Academic Decathlon Championship with over 52,000 points, its 10th national title in 15 years. Council Member Ysabel Jurado (CD14) led the council's annual LGBTQIA+ Heritage Month presentation, themed "Queer Joy as Radical Resistance," featuring a mariachi performance, recognition of drag performer Manila Luzon and the One Institute (the oldest continuously operating LGBTQIA+ organization in the United States, founded 1952), and individual honorees recognized by each council district. Council Member Jurado used her remarks to connect Pride Month to the previous year's federal immigration enforcement actions in her district, noting that ICE raids occurred simultaneously with the prior year's Pride celebration.

Adjourning Motion: Council Member Katy Yaroslavsky moved to adjourn in honor of National Gun Violence Awareness Day, the first Friday in June. She noted that 44,447 people were killed by guns in the United States in 2024 — more than 120 per day, with an average of two Angelinos among them daily. She announced the introduction of a resolution in support of Assembly Bill 2047, the Firearm Printing Prevention Act, which would require 3D printers sold in California to detect and block the printing of untraceable firearms and illegal gun parts, including machine gun conversion devices. The adjourning motion was adopted on behalf of the entire council.

Public Comment: Public comment was limited to Items 7 and 8. One speaker raised concerns about whether the incoming permanent general manager of the Department of Animal Services (Item 7) would address basic animal care deficiencies at city shelters. Multiple speakers expressed concern about Item 8, relating to Los Angeles Fire Department (LAFD) overtime and salary funding, questioning whether the department is adequately staffed and resourced given ongoing wildfire risk, and criticizing what they characterized as budget prioritization favoring the Los Angeles Police Department (LAPD). One speaker from Granada Hills specifically raised the status of evacuation route identification required under state legislation AB 747, stating that a report was due within 30 days of a September 2025 council action and that her community had received no response from CD12 staff since May 26th. Several other public commenters were disruptive or off-topic; one individual, referred to as Mr. Herman, received multiple formal warnings and was threatened with removal under council rules.
