Meeting Summary
What Happened
Every item taken up at this meeting passed unanimously; the official record shows no non-unanimous votes. Most votes were recorded 13-0 with two members absent; several early-morning votes were 12-0 with three members absent (the CVVS record does not name which members were marked absent). Council Member Curren Price recused himself from Item 9, citing his own involvement in providing housing, and was excused for that single vote (12-0) before returning for the rest of the meeting.
Council adopted a resolution of necessity authorizing eminent domain proceedings against five parcels near Rosamond Boulevard and 100th Street West in unincorporated Kern County for DWP's Rosamond Switching Station Project (Item 1, CF 26-0446), a two-thirds-vote requirement it met 13-0 after no affected property owners appeared to contest it at the public hearing; two letters from affected property representatives were entered into the record. Council also gave first-consideration approval to an ordinance raising the Los Angeles Administrative Code's rate schedule for basic life support emergency medical services (Item 2, CF 25-0410). It approved the Plan Year 2027 LAwell Civilian Benefits Program (Item 4), a lease extension with Harbor Interfaith Services for the "A Bridge Home" interim housing site at 407-515 North Beacon Street in Council District 15 (Item 7, CF 18-0651-S3), a Los Angeles Housing Department report on affordable and permanent supportive housing investments since 2010 (Item 8, CF 26-0025), and a report on marketing and tenant-selection procedures for covenanted affordable units in Transit Oriented Communities and Density Bonus projects (Item 9, CF 24-0124). It also adopted an omnibus LACERS/LAFPP pension-plan cleanup and settlement implementation (Item 6, CF 10-1868) and a Government Operations Committee report on the My311 system (Item 10, CF 11-1013-S12). A batch of 25 Los Angeles Housing Department resolutions removing individual properties from the Rent Escrow Account Program (REAP), spanning council districts across the city, passed together without discussion (Items 14-38). Item 12, a Planning and Land Use Management/Budget and Finance Committee report on building-permit and inspection-fee rate adjustments, was on the agenda but was not brought to a vote at this meeting.
Council Member Heather Hutt, joined by Council Member Eunisses Hernandez, called up Item 5 (CF 26-0885) for comment before its unanimous adoption, directing Personnel, the Community Investment Department, and LAPD to review the City's domestic violence and intimate partner violence training for employees and managers. Hutt said the review was not a claim that current training is inadequate but an effort to ensure it stays current and effective, and cited the City's Domestic Abuse Response Team (DART), which pairs LAPD with service providers to help survivors and their children.
Item 13 — Police Commission Appointment (CF 26-1200-S35)
Council confirmed Mayor's appointee Heather Aubrey to the Board of Police Commissioners for a term ending June 30, 2029, unanimously, 13-0. Council Member John Lee, who brought the nomination through committee, invited Aubrey to introduce herself; she described 31 years at the City Attorney's Office — as a prosecutor, in the civil branch defending the City, 14 years in the Public Safety Division, and most recently six years leading the office's Civil Rights and Inclusion Division as its first equity officer. She named three priorities for the Police Commission: use-of-force policy and de-escalation, the department's use of pretextual traffic stops, and LAPD recruitment and retention amid declining sworn and civilian staffing. Council Members Price, Hutt, McOsker, and Soto-Martinez each spoke in support, several noting Aubrey's father, the late civil rights activist Larry Aubrey, and Council President Harris-Dawson gave an extended personal tribute to Aubrey's family activism before the vote.
Item 39 — Ceremonial Signage (CF 26-0937)
Council adopted, 13-0, a motion by Council Members Price and Hutt for ceremonial signage at the intersection of 47th Place and San Pedro Street, as amended on the floor to read "Experience Christian Ministries, Senior Pastor Shep Crawford and Dr. Shalonda Crawford, Square, est. 2010" — the floor amendment struck "Senior" and substituted "Crawford" in the square's name. Item 40 (CF 26-0929), a continued motion by Price and Hutt for funding to enforce and investigate illegal dumping in Council District 9, was also amended on the floor, redirecting the funding recipient from the Bureau of Sanitation to the Bureau of Street Services, and passed 13-0 as amended.
Public Comment
Public comment included a handful of speakers who spoke substantively to specific items. On Item 39, a caller argued that naming a public square "Experience Christian Ministries Square" would constitute government endorsement of a specific religious institution in violation of the First Amendment, and urged that the sign identify only the Crawford family rather than the ministry itself. On Item 13, a caller raised concerns about police accountability and use of the Board of Police Commissioners as a check on LAPD. Several speakers used public comment for extended, off-topic personal grievances and abusive language directed at councilmembers and city staff; those remarks are not substantively summarized here.
