What Happened
Council Member Curren D. Price Jr. (D9) was absent for the entire meeting; all other members were present.
Council approved a large bloc of routine items without objection, including eleven Proposition 218 street lighting district protest hearings (Items 2-11), a determination of public convenience for an alcohol license at Mood Ring Inc. in Chinatown (Item 12, CF 26-0967), and an extension of the Interim Control Ordinance temporarily barring new smoke and vape shop permits in Council District 15 (Item 13, CF 25-0916), moved by Council Member McOsker. It adopted, with brief comment from Council Member Hernandez on the years-long backlog facing residents awaiting sidewalk repairs, a Public Works Committee report evaluating and updating the City's Sidewalk Repair Program (Item 17, CF 26-0481). Item 14 — Sober Living Facility Overconcentration Study (CF 25-1484)
Council adopted a Planning and Land Use Management Committee report on legal and policy options to reduce the overconcentration of sober living facilities in residential neighborhoods, in two votes. Three floor amendments to the report, introduced by Council Members Park, Rodriguez, and others, were adopted together 12-2-1, with Council Members Eunisses Hernandez and Hugo Soto-Martinez opposed. The report as amended then passed 10-4-1, with Hernandez, Soto-Martinez, Council President Harris-Dawson, and Council Member Jurado voting no. Multiple speakers, none identifying with an organized group, alleged the change was politically motivated retaliation tied to Raman's campaign for mayor against incumbent Karen Bass, and separately criticized the resolution for splitting Housing and Homelessness into two committees rather than treating them together, and for scheduling the new Housing and Homelessness Committee's meetings on weekday afternoons without virtual public comment access. Item 40 — Attorney and Intervenor Fee Payment (CF 20-0263)
Council adopted a City Attorney communication authorizing payment of attorney and intervenor fees in a pending litigation matter, 13-1-1, with Council Member Nazarian, who called the item for a separate vote, casting the lone no vote. Public Comment
Beyond the sustained opposition to Item 14 described above, several commenters used general public comment to reference Council Member Price's pending felony charges and, in connection with Item 37, characterized the committee restructuring as a political maneuver ahead of the mayoral election. A cluster of commenters also raised ongoing concerns about a permitted Church of Scientology street closure and vendor recruitment near its downtown facility, asking the Council to stop renewing related permits.
