INSTRUCT the El Pueblo Department to report on the feasibility of issuing a Request for Proposals/Qualifications seeking private partners to operate El Pueblo via a public-private partnership with the City of Los Angeles. The report should include a roadmap for implementing such a structural change and safeguards to ensure vendors are not displaced should a public-private partnership be established. AUTHORIZE resolution authority for one Management Analyst, Class Code 9184-0, in the Department on Disability (DOD), for the period August 1, 2026 through June 30, 2027, to support contract administration of opioid remediation programs, subject to allocation by the Board of Civil Service Commissioners. INSTRUCT the CID, in coordination with the Los Angeles Housing Department (LAHD), Climate Emergency Mobilization Office, and the City Administrative Officer (CAO), to prepare and submit an application for the upcoming round of funding of the Extreme Heat and Community Resilience Grant Program, or any successor funding opportunity, to seek grant funding for the creation of an Indoor Heat Safety Fund.
