Adoption of the substitute motion on Item 66, approving Chief Legislative Analyst recommendations 1.c, 2.e, 2.f, 2.g and 3 from the September 5, 2024 report and directing the City Attorney to prepare a revised Living Wage Ordinance and Hotel Worker Minimum Wage Ordinance raising hourly wages to $22.50 on July 1, 2025, $25.00 on July 1, 2026, $27.00 on July 1, 2027 and $30.00 on July 1, 2028, applying the healthcare benefit payment to hotel workers as it is to airport workers, adding a hardship exemption for concessionaires with 50 or fewer employees, requiring 30 days written notice and an opportunity to cure before an employee may file a civil action, and ordering reports on limiting hotel housekeeping subcontracting within 60 days, business assistance for airport concessionaires within 45 days, enforcement staffing and budget within 45 days, and annual economic impact assessments through 2028.
