What Happened

He said he wanted the full council, not just the Board of Fire Commissioners, to review the contract given the pattern of violations occurring in Wilmington. LAFD staff testified the department has ceased hazardous-waste pickup entirely pending a contract resolution and faces up to $12 million in potential violations if pickup does not resume, and said it was working with the City Attorney on a possible temporary contract solution.

Item 3, adopting an updated draft ordinance (dated May 15, 2025) implementing the Living Wage Ordinance and Hotel Worker Minimum Wage Ordinance increases to wages and health benefits for hotel and airport workers, passed 12-3 and was held over to Friday, May 23, 2025 for second consideration.

Public Comment

Public comment was sharply divided. Hotel and airport workers and labor supporters urged the council to pass the wage increase without further amendments or delay, with one speaker calling the prior day's vote "historic." Independent, immigrant-owned hotel operators asked to be carved out from the ordinance, arguing they were being treated the same as large corporate chains despite being small family businesses. Cannabis social-equity operators also used public comment to criticize the Department of Cannabis Regulation over a proposed 147% fee increase, saying the industry — which they said generates 17% of the city's cannabis tax revenue despite being 3% of total cannabis businesses — was being driven out of business by high taxes and unlicensed competition.
